Florida SHIP home repair help, county by county

Every Florida county gets state SHIP money for housing, and most use part of it to repair homes owned by older and disabled residents. Find your county's office, what it funds and how to ask about a safer bathroom.

Direct answer: SHIP, Florida's State Housing Initiatives Partnership, funds home repair through every county and some cities. 62 of 67 counties list owner-occupied rehabilitation, and state law requires at least 20% of SHIP money to serve people with special needs, with an emphasis on home modifications. Call your county SHIP office to ask about bathroom accessibility work.

Which SHIP office serves my Florida county?

Pick a county to see the repair programs its SHIP office lists, how it takes applications, and how to reach it. The listings come from the Florida Housing Finance Corporation's local government directory, read on October 22, 2026. Offices change status often, so treat the timing as a starting point and call to confirm.

Live inside a city? Several Florida cities run their own SHIP programs. Search by city first in Florida Housing's SHIP lookup; if your city is not listed, your county office is the right call.

The basics

What is Florida's SHIP program?

The State Housing Initiatives Partnership, or SHIP, is a state housing fund that Florida hands to local governments. The Florida Housing Finance Corporation distributes SHIP money to all 67 counties and 55 cities on a population formula, with a minimum of $350,000 per county. Each local government writes a Local Housing Assistance Plan that says how it will spend the money.

Most plans include help for people who already own their home. That help shows up under names like "owner-occupied rehabilitation," "emergency repair" and "special needs." For an older homeowner of modest means, this is often the most realistic local source of money for safety repairs, including some bathroom changes.

Florida Housing's rules aim the money at households of modest means. At least 30% of funds go to very low income households (up to 50% of area median income), another 30% to low income households (up to 80%), and the remainder can serve households up to 140% of area median income. At least 65% must be spent on homeownership and at least 75% on construction activities, a category that includes repair and rehabilitation.

The rule that matters for accessibility: Florida Statutes section 420.9075 requires each SHIP program to use at least 20% of its local money to serve persons with special needs, with an emphasis on home modifications. Florida law defines a person with special needs to include adults with a disabling condition who need independent living services and people receiving SSDI, SSI or veterans' disability benefits.

What counties offer

Which repair programs do Florida counties list?

We counted the homeowner repair strategies each county lists in the state directory. Owner-occupied rehabilitation is close to universal. A dedicated "special needs" strategy is listed by 25 counties, although every program must still meet the 20% special needs rule through some strategy.

Source: Florida Housing Finance Corporation SHIP local government directory, all 67 counties, read October 22, 2026. A county may fund work through a strategy it does not list here, and city programs are not counted.

SHIP homeowner strategies in plain English
Strategy nameWhat it usually coversBathroom safety angle
Owner-occupied rehabilitationRepairs that bring a home up to code: roof, plumbing, electrical, heating and coolingBathroom plumbing and accessibility items are sometimes included when the county's plan allows it
Emergency repairUrgent health and safety problems, usually with a lower dollar capA failed water heater or leaking tub drain may qualify; a planned remodel usually does not
Special needsChanges that let a person with a disability live safely at homeThe closest fit for grab bars, ramps, barrier-free showers and transfer-friendly bathing
Disaster repair and mitigationStorm damage and hardening, often opened after a declared disasterRarely bathroom work, unless the bathroom was damaged
Demolition and reconstructionReplacing a home that cannot be repaired economicallyA rebuilt home can be designed accessible from the start
The honest answer

Will SHIP pay for a walk-in tub or roll-in shower?

It depends on your county's plan, your income and what the inspector writes up. SHIP repair programs fix what is unsafe or inaccessible, so the request has to be framed around need, not comfort. A barrier-free shower for a wheelchair user is a clear accessibility case. A walk-in tub can also be an accessibility fix for someone who cannot step over a tub wall, but extras like jets or heated seats are comfort features a repair program is unlikely to pay for.

Two published county examples show the range:

  • Hillsborough County runs an owner-occupied rehabilitation program for unincorporated Hillsborough, Plant City and Temple Terrace. It says accessibility improvements for people with disabilities or special needs are eligible. Help is an interest-free deferred loan forgiven over 5 to 15 years if you keep living in the home, and applicants need a homestead exemption for at least two years.
  • Pinellas County announced in July 2024 that its home repair program rose to $75,000 as a fully forgivable loan, with a separate Independent Living Grant of up to $20,000 for items such as wheelchair ramps, grab bars and roll-in showers. Belleair Shore, Clearwater, Largo and St. Petersburg were not included in that county program.

If your county will not cover the bathroom, ask whether it can cover the parts that make an install possible, such as a new water heater, a dedicated electrical circuit or subfloor repair. Then compare the rest with the other ways Floridians pay in our Florida payment guide.

Before you sign anything: SHIP offices often choose or approve the contractor, inspect the work and pay the contractor directly. If you sign a private contract first, the work may not qualify. Call the SHIP office first, then ask us for a written quote you can hand to them.

Veteran? A VA Home Improvements and Structural Alterations (HISA) grant is separate from SHIP. See Aging Safely Baths' VA HISA bathroom guide for limits and how to apply.

Step by step

How do I apply for SHIP repair help?

  1. Find the right office. Use the finder above, or search Florida Housing's lookup by city and then county.
  2. Ask if money is available now. Many offices take applications only after a new year's funds arrive and they publish a notice of funding availability.
  3. Ask which strategy fits. Describe the problem in safety terms: "I can no longer step over my tub wall," or "my husband uses a wheelchair and cannot get into the shower."
  4. Gather documents. Offices commonly ask for proof of ownership and homestead, photo ID, income for every adult in the household, and recent tax, insurance and mortgage statements.
  5. Get the doctor or therapist on record. A short letter from a physician or occupational therapist describing the bathing limitation can help the office see the job as an accessibility need.
  6. Ask about the loan terms. Ask whether the help is a grant or a deferred or forgivable loan, how long you must live in the home, and what happens if it is sold or inherited.

Questions to ask the SHIP office

  • Are you taking homeowner repair applications right now? If not, when?
  • Is there a wait list, and how are people ranked on it?
  • Do you fund accessibility changes such as a barrier-free shower, walk-in tub, grab bars or a ramp?
  • What is the maximum amount, and is it a grant, deferred loan or forgivable loan?
  • What are the income limits for my household size this year?
  • Do you choose the contractor, or can I bring a quote?
  • Does a city program cover my address instead of the county?

Questions and answers

SHIP home repair FAQ

What is the SHIP program in Florida?

SHIP, the State Housing Initiatives Partnership, sends state housing money to all 67 Florida counties and 55 cities. Each local government decides how to spend it in a Local Housing Assistance Plan, and most counties include home repair or rehabilitation for owner-occupied homes.

Can SHIP pay for a walk-in tub or roll-in shower?

Sometimes. SHIP pays for repairs and accessibility work that a county's plan allows, so the answer depends on your county. Florida law makes each program spend at least 20% of its SHIP money on people with special needs, with an emphasis on home modifications. Ask the office whether a bathroom accessibility change qualifies before you sign any contract.

Who qualifies for SHIP home repair help?

SHIP serves very low, low and moderate income households. Florida Housing reserves at least 30% of funds for very low income households (up to 50% of area median income) and 30% for low income households (up to 80%); the rest can go to households up to 140% of area median income. Counties add their own rules, such as homestead and ownership requirements.

Is SHIP repair help a grant or a loan?

It is often a deferred or forgivable loan secured by a lien on the home. For example, Hillsborough County's program is an interest-free deferred loan forgiven over 5 to 15 years if you keep living in the home. Each county sets its own terms, so ask how forgiveness works before you apply.

I live in a city. Do I call the county or the city?

Some cities run their own SHIP program, while others are covered by the county. Florida Housing's lookup lets you search by city first; if your city is not listed, your county office handles SHIP for you.

How long does SHIP repair help take?

Expect weeks to months. Many offices take applications only when a new year's money arrives, some keep wait lists, and repairs go through inspection, bidding and permits. If a bathroom change is urgent, ask about emergency repair and also call your Area Agency on Aging.
